with the mandate of the constitution and by-laws of the union
with the following objectives:
· To provide job-oriented up-graded training courses
to union members free of charge as well as to other Filipino
seafarers to augment their skills and competence and to increase
their acceptability for employment in the International Maritime
Fleet;
· To serve as a maritime graduate institution to supplement
and upgrade the training of Licensed Deck and Engine Officers
and special technical courses for non-licensed Ratings, and
other IMO requirements as mandated in the Standards of Training
Certification and Watchkeeping (STCW);
· To improve the image of the Philippines as a modern
maritime country on account of its quality trained seamen;
and
· To promote technology transfer in the field of maritime
education and shipping industry.
The
Training Center was established in 1972. In 1989, a 4-storey
building was constructed to house the center. Its 7 classrooms
and 2 conference rooms can each accommodate up to 30 people.
In 1999, the center was moved to an even better facility in
the campus of the Maritime Academy of Asia and the Pacific
(MAAP) in Mariveles, Bataan.
It
has 2 DECCA Radars, an ARPA equipment, a Poseidon GMDSS simulator,
a Tanker simulator and various deck gears, machines, pumps,
laboratories, life saving equipment and measuring devices
and instruments used for hands-on training. The new Training
Center in MAAP is also equipped with complete workshop and
machining tools such as lathe, grinding, and milling machines
and devices for electric and gas welding.
The Training Center’s
programs are all approved and certified by the Maritime Training
Council of the Philippines. Tuition fees are union subsidized
for all members. Non-members may also enroll for upgrading
courses but union subsidy is waived.
